Teachers and administrators can pin blog posts so that they will always be the first post seen by viewers. This means an introductory post with posting and commenting rules can be created and will always appears first.
Create the post and save it.
Switch to blog edit mode using the slider at the top of the screen 
Click on the post title to open the post. Find the unpinned/pinned slider at the bottom of the post. Switch this slider:
